Alleged Persecutor of"There can be little doubt about the central role played by Prabowo and Sjafrie in the Dili massacre... after a recent lecture, Gen. (retired) Theo Sjafei who served as Kolakops Commander in 1992-3, identified the masterminds of the Santa Cruz massacre: 'The commander of Korem 164 Rudy Warouw didn't know about the scheme because it was carried out by a commander below Warouw. That man was Sjafrie. (Bakti Kasih Kristiani, June 8-9, 1998 cited in the following source.) "In 1989-90, while posted as commander of Kopassus paracommando Battalion 1, Group 1 in Serang, West Java, Sjafrie participated in and possibly commanded a Kopassus Task Force (Satgas Kopassus) in East Timor. In September, 1991, Sjafrie was posted as the Special Forces deputy Assistant for operations in Jakarta. According to sources in East Timor, in the days before the Nov. 11 massacre (at Santa Cruz Cemetary) Sjafrie visited the Kopassus Intelligence Task Force in Taibesi to coordinate troops. Taibesi is also home of the Battalion Yonif 744 one of the battalions named in the Indonesian Govt. Report of Dec. 26th 1991(Cited in Keesing's Archives Dec. 1991p.81)as ahving been largely responsible for the shootings that resulted in 100 deaths.Just as Prabowo disappeared from public view in the days prior to the massacre, on 19991110, Sjafrie also left Dili at the same time. Alleged Persecutor of"Finally we come to the spiralling sequence of events during the first half of 1998 that culminated in Suharto's forced resignation. These of course, bear the prints of their origins. First the cast remains all too familiar- Prabowo, Sjafrie, Moch. Irianto, Gerhan Lentara and others. The case histories show that rape torture and disappearances are far more common under these commanders in Aceh and Timor than any other commanders in the TNI no matter where they serve." ibid p. 76

Sjafrie Syamsudin, a classmate and close friend of Prabowo. In 1980-90, while posted as commander of Kopassus paracommando Battalion 1, Group 1 in Serang, West Java, Sjafrie participated in (commanded?) a Kopassus task force (Satgas Kopassus) in East Timor. In Sept. 1991, Sjafrie was posted as the Special Forces deputy assistant for operations in Jakarta. According to sources in East Timor, in the days before the massacre on 19911111, Sjafrie visited the Kopassus Intelligence Task Force (Satuan Intelijen, SGI) in Taibesi to coordinate troops. Among the troops at Taibesi are Brigade (Yonif) 744 known to have been involved directly in the shooting of unarmed civilians at Santa Cruz Cemetary 19911111. Just as Prabowo disappeared on 19911110 Sjafrie left Dili." p.68 ibid.
